CARE (Cooperative for Assistance and Relief Everywhere,
formerly Cooperative for American Remittances to Europe) is a major international
humanitarian agency delivering emergency relief and long-term international
development projects. Founded in 1945, CARE is nonsectarian, impartial, and
non-governmental. It is one of the largest and oldest humanitarian aid
organizations focused on fighting global poverty.
CARE Uganda supports the financial inclusion aspirations of
women and youth who encounter a distinct set of circumstances, in both
humanitarian / emergency and relatively stable environments which places them
amongst the vulnerable and marginalized members of their community. Through the
Women and Youth Financial Inclusion Program (WAYFIP) women and youth are
empowered to obtain diversified and sustainable livelihoods. They are also
supported to access equitable financial inclusion and economic opportunities
that can be achieved through engaging with markets, promotion of marketable
skills and access to and utilization of financial services. CARE believes
financial inclusion of women and youth will catalyze new and diversified
businesses in the local markets and reduce poverty and vulnerability in their
households. The program is largely based on CARE’s existing Women’s Economic
empowerment (WEE) programming where the VSLA methodology contributes to the
strategic approach of its core programs. In a bid to strengthen our financial
inclusion and women economic empowerment strategic approach among the Conflict
affected South Sudanese women, CARE Uganda is in partnership with UN Women to
implement a three (3) years (2018 – 2021) Advancing Women’s Economic
Empowerment and Resilience in South Sudanese Emergency Response” (AWEAR),
Programme in Yumbe and Adjumani districts.
The AWEAR programme seeks to increase the opportunities for
women for South Sudanese women refugees in Adjumani and Yumbe to:
a)         Lead and
participate in refugee and host population decision-making processes,
b)         Access and
protect their rights; and
c)         Enhance
education and skills and improve economic opportunities and empowerment.
Job Summary:  The Project Manager will be responsible for
managing the AWEAR project funded by UN Women and implemented by CARE
International in Uganda. AWEAR project is implemented in Yumbe (Bidibidi zone
1,2,3,4) and Adjumani (Majji settlement zone 1,2,3). The AWEAR project runs
from October 2018 to August 2020. The project aim is to diversify the
livelihood options of refugee women and girls, and their host communities
through a menu of dignified, viable and profitable options. AWEAR will also
target participants, with a focus on women and girl refugees by increasing
their knowledge of financial management, financial literacy skills and their
capacity to engage in productive and viable livelihood options. With this
intervention, it’s anticipated that the Refugee women’s agency will increase,
including their self-confidence, self-esteem, the knowledge of their rights and
the capacity to exercise and claim them and men and boys in their direct
environment will display more power sharing attitudes towards them. The risk of
women and girls engaging in negative coping behaviors such as transactional sex
will reduce as a result of having access to more women friendly livelihood
opportunities. Ultimately women’s resilience will also improve thanks to having
a more diversified livelihood base.
The Project Manager will facilitate an integrated
participatory approach in project management, supervision, coordination,
planning, and implementation among CARE staff and key strategic/collaborative
partners, across the two ear marked refugee settlements and host communities in
Yumbe and Adjumani with a focus on cross-learning, 360 degrees’ accountability,
and monitoring integration aspects. S/he will oversee all project management,
administration, and procurement, financial and human resource management according
to CARE and donor rules and regulations. S/he will ensure effective
implementation of project’s visibility and communication plan. S/he will
communicate regularly with CARE HQ team in Kampala and UN Women team in the
field as well as conducting updates meetings and documenting in the project
required reports the project progress and challenges. S/he will also help
facilitate the integration of the project with CARE’s longer-term and
humanitarian programming especially the existing WAY project that mainly
focuses on empowerment of women and youth through economic empowerment, GBV
prevention and application of tested and tried models and approaches like the
SASA, Role Model Men and VSLAs. The PM will act as CARE’s and the project
primary representative for the project in local and national level fora. S/he
will facilitate smooth coordination between the team, implementing partners and
other agencies from Government as well as the UN and other INGOs, active in the
delivery of similar and complementary interventions to avoid duplication,
leverage comparative strengths, and contribute to joint advocacy. The Manager
shall be fully compliant with the safety and security procedures of CARE and
should be accountable for it. S/he will model CARE’s core values and
particularly CARE’s commitment to Gender Equity and Diversity and ensure
CARE”s Safeguarding policies are upheld by all Consortium Members and
stakeholders engaging with the Project.
Key Duties and
Responsibilities: 
Overall lead of the Implementation team of the AWEAR Project: Directly
lead and guide project staff and all relevant associates i.e. Village Agents
and other volunteers to implement the AWEAR Project deliverables (30%).
                    
Lead the project implementation in collaboration
with both short term and long term partners.
                    
Ensure project staff and any collaborative
associates are compliant to CARE’s core values and gender transformative
programmatic approach that emphasizes gender equity and diversity.
                    
Oversee the multi sector project assessments and
ensure liaison with key relevant stakeholders on data collection and
dissemination session.
                    
Oversee the roll out of the TOTs in VSL
methodology, Cash for work and other technical areas related to Business Skills
development, Financial Literacy/ Education, Advanced Business Skills training
among others
                    
Support the team to identify economic
opportunities and increase sources of incomes through targeted cash for work
and development of capacities and skills for South Sudanese women.
                    
Oversee the skills market assessment study to
inform the cash for work project activities
                    
Lead the field staff data collection, analysis
and submission of quality, informative progress and donor reports in a timely
manner.
                    
Share overall monitoring progress reports on a
regular basis with CARE Program Manager, and other relevant Senior management,
as well as the field UN Women coordination teams.
Partnerships and external Collaboration: Ensure a high level of
coordination and nurtured relationships with key stakeholders to exploit learning,
sharing and dissemination opportunities (25%)
                    
Effectively represent the AWEAR Project at
relevant fora, particularly ensuring constant collaboration with UN Women field
team, UNHCR, OPM, the Livelihoods working group, Cash working group and any
other relevant coordinating platform
                    
Ensure project beneficiaries and relevant
associates participate in all district and regional exchange learning events,
dissemination meetings as well as any relevant programmatic business coaching
services.
                    
Foster linkages and networking between relevant
AWEAR project stakeholders both in the private and public sector.
Monitoring and Evaluation: Lead the AWEAR program staff, partners and
the M&E unit/ to design and implement monitoring and evaluation systems and
relevant tools (25%)
                    
Participate in the development and continuous
review of the overall project M&E system, tools and procedures
                    
Oversee the process of partners operationalizing
the global VSLA MIS and other relevant monitoring tools and link them to all
the other thematic aspects of the project i.e. market access, business
development, women leadership development and cash for work
                    
Oversee the quality assurance and preparation of
annual implementation plans and project implementation reports
                    
Ensure accurate and timely implementation of
activities, accurate budget and burn rates monitoring.
                    
Ensure the project has an annual plan to for
knowledge products and submit them quarterly to the Program Manager and UN
Women field teams.
Operational, Human, Financial and Administrative Management (15%)
                    
Responsible for the overall management of the
project’s resources i.e human, financial and assets in line with donors and
CARE relevant rules and regulations;
                    
Directly supervise a team of CARE staff and
volunteers as per CARE HR Manual (setting goals, giving feedback, conducting
performance assessments, coaching, mentoring) and indirectly supervise senior
staff from implementing partners;
                    
Ensure project develops costed action plans,
procurement plans, cash projections in a timely manner to allow for appropriate
cash flow and goods and services timely availability; ,
                    
Create or adapt management systems in line with
CARE’s standard operating procedures, ensuring consistency with project needs.
                    
Oversee flows of funds to the project and beneficiaries
and as well review reports both financial and narrative in close coordination
with the CARE Head of Finance and programs;
                    
Ensure adherence of project implementation in
line with the project approved budget, regularly collect and report to the Program
Management Unit and relevant project stakeholders on overall burn rates, and
prepare proposals on budget reallocations when needed;
Other Responsibilities 5%
                    
The Project Manager is responsible for problem
solving at a variety of levels. S/he will need to be able to analyze and
resolve situations as they arise on a variety of subjects ranging from
programming decisions to issues related to coordination with project
associates, key stakeholders, other CARE and non-CARE projects in a dynamic
context.
Qualifications,
Skills and Experience: 
The Project Manager will have a suitable
combination of experience and relevant training in the following technical and
programmatic requirements for the position;
                    
Post graduate Diploma or Masters in management
or in development or humanitarian aid or in Rural and Urban economics or
related field
                    
At least 5 years proven management experience of
complex projects and more preferably in both Humanitarian and development
programming
                    
Demonstrated experience minimally three years as
Project Manager, leading project teams and collaborating with major
stakeholders like government, UN peer INGOs etc.
                    
Experience with refugee protection and gender
based violence programs required;
                    
Personal commitment to gender equality and
diversity demonstrated by personal actions;
                    
Demonstrated capacity to lead teams for success
